Downstream operations are the processes involved in converting oil and gas into the finished product. These include refining crude oil into gasoline, natural gas liquids, diesel, and a variety of other energy sources. The closer an oil and gas company is to the process of providing consumers with petroleum products, the further downstream the company is said to be.
Downstream business process is used in oil and gas exploration, extraction, refining, transporting (oil tankers and pipelines), and marketing of petroleum products with other oil and gas post-production activities.
The downstream sector is the refining of petroleum crude oil and the processing and purifying of raw natural gas, as well as the marketing and distribution of products derived from crude oil and natural gas. The downstream sector reaches consumers through products such as gasoline or petrol, kerosene, jet fuel, diesel oil, heating oil, fuel oils, lubricants, waxes, asphalt, natural gas, and liquefied petroleum gas (LPG) as well as hundreds of petrochemicals.

Recently, the Department of Petroleum Resources (DPR) launched its digitization initiative for Downstream operations under the ‘AUTOMATED DOWNSTREAM SYSTEM’ (ADS) program in Nigeria.

What is Automated Downstream System (ADS)?
It is a systems DPR put in place to manage Downstream operations Licenses & Permits in Nigeria. This may include business process permits and licenses in oil d gas exploration, extraction, refining, transporting and marketing. Among the Licenses & Permits on this Automated Downstream System (ADS) are: Oil and Gas Industry Service Permits (OGISP), Import/Export Permit (IMPEX), Lube Oil Blending Plant License (LOBL), LPG Depot License, LPG Refilling plant, CNG Compressed Station License, etc.
The sole aim of Automated Downstream System (ADS) is to digitalized. The digitization initiative is designed to improve overall efficiency and accelerate DPR Downstream Regulatory performance by reducing application processing time, enhance transparency, provide platform for accurate Downstream statistics, integrate with other stakeholders for document verification purposes and improve revenue collection.
The ADS is in line with DPR’s alignment with government’s ease of doing business policy which is geared towards economic growth.
The initiative comprises Retail Outlet Monitoring (ROMS) license for kerosene peddlers, retail stations and industrial consumers; Import/Export Permit (IMPEX) for petroleum products; Coastal Vessel License (CVL); Lube Oil Blending Plant License (LOBL); Depot License (DL); and Refining Processing License (RPL).
These digitisation initiatives of the DPR are integrated into the Corporate Enterprise Resource Planning (ERP) application system which is the platform for our business system automation.

How to Apply for DPR Downstream Licenses and Permits
With the Automated downstream system in place, the DPR no longer accepts manual processing of Downstream applications as all Applications for license and permits have been migrated to digital platforms.
Applicants are therefore expected to visit the Electronic license and Permit System (ELPS) portal on DPR website (www.dpr.gov.ng) and take the following steps:
Step 1: Create your company account by completing your corporate profile
Step 2: Apply for license or Permit Required
Step 3: Pay application fee online or through bank branches nationwide
Step 4: Upload required documents in PDF or TIFF file format
Step 5: Review and submit application for processing
Step 6: DPR issuance of Licence or Permit

The department has also introduced the Smart Inspector solution to ease technical inspection, real-time data gathering and monitoring of oil and gas facilities to ensure safety and regulatory compliance.
