What is IPMAN?
Independent Marketers Association of Nigeria (IPMAN) is the umbrella organization for all registered independent petroleum products marketing companies in Nigeria.
Independent Petroleum Marketers Association of Nigeria (IPMAN) was established in 1978 but was incorporated on the 12th day of December, 1983 with the Certificate of Incorporation No. 2686 of the Federal Republic of Nigeria.

The Association is made up of all the Independent Petroleum Marketers loading at the NNPC Depots across the nation.
A member of this Association must have a Petroleum Filling Station licensed by the Federal Government through the issuance of storage license from the government regulatory body (NMDPRA) as well as possession of Bulk Purchase Agreement (Lifting Right) with PPMC.
The program was also aimed at entrenching competition in the sector that was hitherto dominated by largely foreign owned major marketing companies.
Independent Marketers Association of Nigeria (IPMAN) Administration
The IPMAN Administration is divided into five (5) different Axis for administrative convenience purpose. The effectiveness of the creation commenced during the era of Barrister Dele Akinmusuti. The five axes are: – Ibadan/Ibarapa, Oke-Ogun, Oyo/Ogbomosho, Osun/Osogbo, Ife Ijesha.
The Axis was used in the allocation of products based on their strength as well as for the election of Executive members to enable the Association have an evenly spread representation. Each Axis has her own branch offices in Oke-Ogun, Oyo/Ogbomosho, Osun/Osogbo and Ife Ijesha while the Ibadan/Ibarapa is making use of the main Secretariat for now.

How to Become an Independent Petroleum Product Marketer in Nigeria
A lot of investment opportunities abound in the oil and gas industry in Nigeria and one of such opportunities is in distribution, storage and marketing of refined petroleum products.
As an independent petroleum product marketer in Nigeria, an investor can store and market petroleum products, and there are two {2} basic ways becoming an independent petroleum products marketer in Nigeria, namely:

2.Leasing a filling station
Approval must be sort from the zonal office of the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) for investors interested in building their own filling station and below are the legal IPMAN requirements:

or - Leasing an existing filling station

1. An incorporated company
2. Tax clearance of three {3} years
3. Certified True Copy {CTC} of your article and memorandum of association.
4. Site Survey of the station
5. Survey Plan
6. Pressive test certificate
7. Police report
8. Fire and safety report
9. Building Plan
10. Certificate of occupancy / customary right of occupancy.

With the aforementioned documents and an application letter, the investor can now apply for inspection of the proposed site to the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA).
Having gone through this process and your application compared with the statutory requirements, an inspection report from the zonal office of the regulatory body where the station is domiciled.
After the confirmation, a storage and sales license would be issued to you.
In the case of the lease option, the only difference is that the required documents would be submitted through the former owners of the filling station.
