The National Oil and Gas Excellence Centre (NOGEC) is established by Nigerian federal government with aimed at strengthening Nigeria’s position as a regional leader in the oil and gas industry. To enhance safety, value and cost efficiency in Nigeria’s petroleum sector. The office of National Oil and Gas Excellence Centre (NOGEC) is situated at the Lagos Annex of the Nigerian Upstream Petroleum Regulator Commission (NUPRC). NOGEC will align with the administration’s commitment to fostering stability, growth and sustainability of the Nigerian oil and gas industry for economic development.

The establishment of NOGEC centre is also aimed to boost the nation’s Gross Domestic Product (GDP), generate employment and poverty reduction.

The National Oil and Gas Excellence Centre (NOGEC) Structure

The NOGEC is structured into below five centres:

  1. Search, Rescue and Surveillance (SeRAS) Command & Control Centre
  2. National Improved Oil Recovery Centre (NIORC)
  3. Oil & Gas Alternative Dispute Resolution Centre (ADRC)
  4. Oil & Gas Competence Development Centre (CDC)

What is Search, Rescue and Surveillance (SeRAS)?

It is also called Nigerian Search, Rescue and Surveillance (SeRAS) Command & Control Centre.

Search, Rescue and Surveillance (SeRAS) is an industry-wide programme established to enhance safety management, emergency preparedness & response as well as bed space management and logistics services across the industry. SeRAS will entrench safe practices, drive cost reduction and improve operational efficiency across the Industry. To comprehensively achieve its objectives, SeRAS will provide the following suite of services:

  • Incident Response Services (lRS)
  • Emergency Medical Services (EMS)
  • Transportation for routine bed space management
  • Security Intervention Services (SIS)
  • HSE Monitoring and Surveillance & Support

The Search, Rescue and Surveillance (SeRAS) Command & Control Centre is established at the National Oil and Gas Excellence Centre, Lagos while two (2) other Rescue Coordination Centres (RCC) will be set up at Osubi and Brass, in the first instance, for effective coverage of areas of operations.

What is National Improved Oil Recovery Centre (NIORC)?

The Nigerian National Improved Oil Recovery (NIORC) Centre is established to formulate, harness and implement strategies/methods for Improved and Enhanced Oil Recovery methods in the Nigeria Oil and Gas Industry for the purpose of achieving maximum production at the lowest possible cost.

The Centre will partner with Operators and technology centres in utilizing the outcomes of their Research & Development efforts for achieving its objectives of Improved Oil Recovery. It will also collaborate with similar international oil & gas regulators in sharing lesson learnt and operational best practices. National Improved Oil Recovery (NIORC) will focus the implementation of a robust National Improved Oil Recovery (IOR) framework to enable the country optimize its resources as well as create greater opportunities for operators.

 

What is Oil and Gas Alternative Dispute Resolution Centre (ADRC)?

The Nigerian Oil and Gas Alternative Dispute Resolution Centre (ADRC) is to offers Arbitration, Mediation and Conciliation services in the industry. The Centre will leverage industry technical experts to provide a fair and balanced resolution of industry-related disputes from an informed position as well as access to robust data from the National Data Repository (NDR).

The Oil and Gas Alternative Dispute Resolution Centre (ADRC) is structured to adequately resolve disputes in a manner consistent with regulatory and economic interests of the Industry. This will address sub-optimal development of oil & gas assets associated with lingering disputes and the attendant consequences of value erosion in terms of national resource growth, global competitiveness, investment attractiveness, government take and investors’ profitability.

What is Oil and Gas Competence Development Centre (CDC)?

The Nigerian Oil and Gas Competence Development Centre (CDC) is a world-class knowledge hub for the Nigeria Oil and Gas Industry and beyond. The centre will feature state-of-the-art training facilities, meeting rooms, conferencing, electronic library, digital visualisation centre, co-working spaces, and an innovation hub designed to stimulate creative thinking and to proffer solutions for the technical and business challenges facing the energy Sector.

The Oil and Gas Competence Development centre is set up to be a regional hub to deliver trainings for Oil and Gas industry Practitioners. The centre will significantly reduce the cost of training and capacity building by utilising local and international subject matter experts to deliver best-in-class training and capacity development programs. The Centre shall leverage the National Data Repository (NDR) and the robust suite of digital solutions and other real time electronic services already available for the Industry to deliver hands-on, practical solutions to real-life industry challenges.

 

What is Integrated Data Mining and Analytics Centre (IDMAC)?

The Nigerian Integrated Data Mining and Analytics Centre (IDMAC) is a unit in National Oil and Gas Excellence Centre (NOGEC) with the responsibility to provide the platform for appropriate analysis of industry data to provide meaningful insights into sustainable solutions and decision making for operational excellence, investment, and planning purposes.

Technical, operational and economic decisions across the value chain are underpinned by credible and reliable data for corporate and national planning purposes. Integrated Data Mining and Analytics Centre (IDMAC)  will take advantage of Nigerian Upstream Petroleum Regulatory Commission’s resources as well as Big Data, Internet of things (IOT) and Artificial Intelligence (Al) for evaluation, analytics and business intelligence by interested parties.
