INTRODUCTION.
Iowa Is a state in the Midwestern region of the United States, bordered by the Mississippi River to the east and the Missouri River and Big Sioux River to the west. It is bordered by six states: Wisconsin to the northeast, Illinois to the east and southeast, Missouri to the south, Nebraska to the west, South Dakota to the northwest, and Minnesota to the north. During the 18th and early 19th centuries, Iowa was a part of French Louisiana and Spanish Louisiana; its state flag is patterned after the flag of France. After the Louisiana Purchase, people laid the foundation for an agriculture-based economy in the heart of the Corn Belt. In the latter half of the 20th century, Iowa’s agricultural economy transitioned to a diversified economy of advanced manufacturing, processing, financial services, information technology, biotechnology, and green energy production. Iowa is the 26th most extensive in total area and the 31st most populous of the 50 U.S. states, with a population of 3,190,369, according to the 2020 census. The state’s capital, most populous city, and largest metropolitan area fully located within the state is Des Moines. A portion of the larger Omaha, Nebraska, metropolitan area extends into three counties of southwest Iowa. Iowa has been listed as one of the safest U.S. states in which to live.
IOWA TERRITORIES.
The Territory of Iowa was an organized incorporated territory of the United States that existed from July 4, 1838, until December 28, 1846, when the southeastern portion of the territory was admitted to the Union as the state of Iowa. The remainder of the territory would have no organized territorial government until the Minnesota Territory was organized on March 3, 1849. Most of the area in the territory was originally part of the Louisiana Purchase and was a part of the Missouri Territory. When Missouri became a state in 1821, this area (along with the Dakotas) effectively became unorganized territory. The area was closed to white settlers until the 1830s, after the Black Hawk War ended. It was attached to the Michigan Territory on June 28, 1834. At an extra session of the Sixth Legislative Assembly of Michigan held in September, 1834, the Iowa District was divided into two counties by running a line due west from the lower end of Rock Island in the Mississippi River. The territory north of this line (which started just south of the present-day Davenport) was named Dubuque County, and all south of it was Des Moines County. When Michigan became a state in 1836 the area became the Iowa District of western Wisconsin Territory—the region west of the Mississippi River. The original boundaries of the territory, as established in 1838, included Minnesota and parts of the Dakotas, covering about 194,000 square miles (500,000 km2) of land. Burlington was the provisional capital; Iowa City was designated as the official territorial capital in 1841. Fort Snelling was located on the western side of the Mississippi placing it within the Territory until statehood. When Iowa became a state on December 28, 1846, no provision was made for official organization of the remainder of the territory. Morgan L. Martin, the Wisconsin territorial delegate to congress, pushed through a bill to organize a territory of Minnesota which would encompass this land. While the bill passed in the house, it did not pass the senate. In the following session a bill by Stephen A. Douglas was introduced in the senate but also did not pass. The situation was resolved when Minnesota Territory was organized on March 3, 1849, the day before the close of congress. In the 1840 United States census, 18 counties in the Iowa Territory reported the following population counts:

There have been 41 individuals who held the position of Iowa governor, with two of those serving multiple distinct terms, Samuel J. Kirkwood and Terry Branstad. The current governor, Kim Reynolds, is the first woman to hold the position and was sworn in on May 24, 2017. The longest-serving is Terry Branstad, who served from 1983 to 1999 and then again from 2011 to 2017. He is the longest-serving governor in U.S. history, surpassing the previous record of 21 years set by George Clinton of New York. The shortest-serving was Robert D. Fulton, who served 16 days. Northwest Territory. Despite remaining a territory for nearly 16 years, it had only two governors appointed by the President of the United States before it became a state.

Iowa Territory was formed on July 4, 1838, from Wisconsin Territory. It had three governors appointed by the President of the United States. The first governor did not arrive for six weeks after the territory had been created; in the interim, territorial secretary William B. Conway acted as governor.

Governors of the State of Iowa
The southeast portion of Iowa Territory was admitted to the Union as the State of Iowa on December 28, 1846. The first Constitution of Iowa, adopted in 1846, created the office of governor with a four-year term, with no specific start date. The 1857 constitution reduced this term to two years, but an amendment in 1972 increased this back to four years. The 1857 constitution also set the start of the term to the second Monday in the January following the election, which was moved one day later by a 1988 amendment.
The office of lieutenant governor was created in the 1857 constitution, elected for the same term as the governor. An amendment in 1988 specified that the lieutenant governor would be elected on the same ticket as the governor. If the office becomes vacant, it devolves upon the lieutenant governor for the remainder of the term or vacancy. Prior to 1857, if the office became vacant, the Secretary of State of Iowa would act as governor. There is no term limit on the number of terms a governor may serve.
